An interactive workshop designed to elevate existing bulk liquid operators to the current expected level of responsibility, autonomy, control, and self-supervision required by high hazard downstream sector operational technicians.

It provides recognition of the technical / supervisory knowledge, understanding and performance of those working at technician level within a bulk storage operations environment and the downstream sector.

It also accommodates the enhanced complexity of plant, associated equipment, operational requirement augmentation and system functionality, essential for safe site operations.

Built around the ‘Level 3 Diploma for a Bulk Storage Operator (Technician)’ national qualification, the workshop encompasses a blend of classroom, workshop, and onsite / plant operational activities, providing learners with the opportunity to perform and demonstrate their knowledge, understanding and competence in a fully emulated bulk storage terminal environment.

❖ Unit 8k  Manage Documentation and Analysis Within a Bulk Storage Operations Environment

Assessment includes the following methods (although observation of performance in the work environment is not required for learners only undertaking the knowledge units):

❖ Examining products of work

❖ Questioning the learner

❖ Discussing with the learner

❖ Use of others (witness testimony)

❖ Looking at learner statements

❖ Leading in process safety – outlining the importance process safety leadership plays within the high hazard sector, identifying the key areas of prevention, control, mitigation, and human factors
❖ Bulk liquid terminal ‘units of operation’ introduction, safety critical activities, operational process control and plant monitoring
❖ Bulk storage operator technician role, responsibilities, and operational duties, including communication skills and personal attributes
❖ Bulk liquid transfer start-up, operation, and shutdown, including the preparation and conditioning of plant, equipment, and systems
❖ Working safely within a high hazard environment, encompassing hazard recognition, identification, risk evaluation, barrier implementation and essential mitigation requirements / controls
❖ Regulatory compliance, internal standards / requirements, and quality control
❖ Plant monitoring, evaluation, symptomatic / systematic investigation, and abnormal conditions
❖ Product transfer information, system analysis and DCS operations
❖ Maintaining process safety barrier effectiveness and continuous improvement
❖ Jetty operations and mooring
❖ Emergency response, incident, incident escalation control, mitigatory controls and ‘return to operations

TRAINING FOR A LIFE-LONG CAREER

On successful completion of this workshop learners can progress to complete the full qualification by undertaken assessment at their terminal against the 12 mandatory performance units and one additional unit if this is relevant to their location. (Note additional costs will apply).
