The main hazards from the transfer of dangerous bulk chemicals / substances occur when there is a release of a dangerous substance.
Loss of containment leads to the release of the dangerous substance with the potential consequences of fire and explosion, or toxic release to air, sea, or land, resulting in damage to the health of people, property and the environment.

Also, to inform the learners of the associated hazards / risks inherent with these types of operational activity, the safety critical aspects of operational / functional safety, along with procedural control.
- Explain the role of an independent surveyor
- Identify the hazards and risks associated with external transfers
- Explain the communication requirements for an external transfer
- Explain the operational and functional safety requirements
- Perform the procedural controls and operational methodologies for safe product transfer
- Perform operational routine checks to confirm efficient operation and asset integrity
- Monitor transfer operations and perform process calculations
- Analyse abnormal conditions, diagnoses and recommends remedial action
