The bulk liquid storage sector and associated logistics will play an important role in supporting access to the broad mix of energy solutions that will be necessary to meet the UK’s emissions reduction targets, according to the Tank Storage Association’s Executive Director, Peter Davidson.

Mr Davidson’s comments came as part of a press release in support of the publication of a new report by the TSA. The report, entitled Enabling the energy transition: the role of the bulk liquid storage sector, explores the role of the bulk liquid storage companies within the fast-changing energy landscape.

“The UK’s bulk liquid storage sector supports growth and prosperity by importing, exporting, storing and blending liquid products that are integral to our daily lives,” said Mr Davidson.

“As essential energy partners, we are determined to up the ante and ensure that our sector can support and facilitate access to the broad mix of energy solutions that will be necessary to meet the UK’s emissions reduction targets.”

The bulk liquid sector, continued Mr Davidson, is ready to work together with the UK Government and all partners towards “achieving our ambitious vision for the future of the bulk liquid storage sector”.

According to the TSA, the bulk liquid storage sector is already active in many of the areas of growth that will drive success going forward in the changing energy landscape.

Looking further ahead, the report also delves into the investment needs, focus areas and collaborative strategies it says are needed to ‘unlock future opportunities and create the necessary flexibility to manage change’.

The Tank Storage Association (TSA) represents the interests of over 60 member companies engaged in the storage of bulk liquids and the provision of products and services to the sector. Collectively, its members operate over 290 terminals and distribution hubs in the UK and have over 8 million cubic metres of storage capacity in the United Kingdom (UK) and Republic of Ireland (ROI). Are you planning on travelling to Reynolds Training Services? If so, please note that the main road to Reynolds Training and CATCH is closed for major roadworks.

The 1km stretch of the A1173 between the A180 Stallingborough Interchange and the CATCH roundabout will be closed until June 2020.

So, to get to us from Grimsby and the East, you will need to go through the village of Stallingborough. If you’re approaching us from Scunthorpe, Hull and other points west, please take the A160 exit off the A180, to Immingham.

Diversions are clearly marked.

You can expect both of these routes to be congested at busy times, so please plan your time accordingly.

This is all part of the multi-million pound Stallingborough Interchange Development – part of the £42million South Humber Industrial Investment Programme (SHIIP) – so the work, once complete, will improve communication links for the whole Humber Bank.

Awarding bodies: all change and no change with GQA

Meanwhile, in other awarding body news, GQA has confirmed acquisition of the PAAVQSet awarding body. While the transition takes place, nothing will change in terms of the service level offered or range of qualifications available from Reynolds Training.

We’ve written before about the massive investment we’re making in improving the extensive training facility at CATCH. The site already boasts impressive facilities including a live three-storey process plant with control room, bunded tank farm, process simulator, Skills Enhancement Centre, access zone, CompEx zone and confined space entry zone as well as engineering workshops and classrooms.

New CATCH equipment

All of these facilities are essential in giving students work experience in a safe but entirely realistic industry-standard Bulk Liquid and Process working environment.

It is essential for our training provision to accurately reflect the up-to-date state and of the industry, and to offer as wide a range as possible of the scenarios our successful candidates will be working in.

Therefore, we have invested £150,000 into the first phase of expanding and enhancing the facility, and that proceeds apace, in association with Honeywell, Swinton Technology and CATCH, with a view to the expansion being completed by December.

Orders have been placed for all the equipment including the new gauging systems, independent alarms and Remotely Operated Shut Off Valves, we have coordinated extensively with Swinton and Honeywell to finalise the User Requirement Specification (URS) and are set to undertake the Functional Design Specification (FDS) in late October, key with this installation is the variety of training scenarios and functions that we can build into the system, enabling wide replication of real world operational scenarios.

Reynolds Training recently welcomed the first cohort for our new apprenticeship, developed in conjunction with the TSA (Tank Storage Association), Cogent and industry.

This is the culmination of years of planning and consultation on behalf of us here at Reynolds. We’ve been saying, for some time, that apprenticeships are crucial to the continuing success of our high hazard industries.

Apprenticeships are a proven formula in other sectors. In 2016/17, 92% of apprentices said their career prospects had improved as a result. Indeed, the National Apprenticeship Service’s own figures show that those completing a higher apprenticeship could earn an incredible £150,000 extra over their lifetime.

This academic year, there are 203,100 people embarking on apprenticeships – that up from 166,400 last year!

The Bulk Liquid Technician Qualification(s)

With this new apprenticeship, we’re bringing together our wealth of experience, and combining it with partnerships with proven specialists in the area, to create a solution to tomorrow’s skills gap, today!

Called the ‘Bulk Liquid Terminal Technician Specialism’, the apprenticeship is approved for use with the ‘Science and Manufacturing Technician Apprenticeship’ and underpinned with a new qualification developed by us, ‘The Level 3 Diploma for a Bulk Storage Operator (Technician)’, which is currently undergoing the final review process to gain Engineering Technician status. This apprenticeship is delivered by us in collaboration with HETA – who are the perfect partners in this endeavour in so far as they already have a long-established history of apprenticeship delivery within the Engineering and Process sector. The two year apprenticeship involves a mixture of:

  • Classroom-based training and learning
  • Practical assessment at our simulated onsite training facility, CATCH
  • Onsite training and competency assessment at the candidate’s actual workplace

Apprenticeship: the value to the industry

We are competing with other organisations for the youth market. If we haven’t got a dedicated pipeline channelling good, passionate, motivated candidates into our industry – as so many other sectors do – then we’re not competing on the same level.

In this sense, our very invisibility plays against our best interests. Great potential candidates don’t even know that a career in our industry awaits them. They might even go and work in a different process industry, simply because they have a clearer route in.

Recognised apprenticeships are a clear signal to educators across the country that the right young people, with the right skills, actually have a valid route of access and progression in our industry.

The first intake of apprentices are progressing well with the first month seeing them complete the onboarding process which included the outward bound weekend at Skipton, followed by formal induction to the apprenticeship, it was great for the apprentices to be invited to CLH PS at Killingholme to take part in their safety day, really embedding the core of operating safely and sharing best practice, with the first month culminating in a visit to the Tank Storage Association Conference at Coventry, exploring the range of equipment and service providers as well as gaining insight into the wider bulk liquid storage sector. Discussions are now well underway between Reynolds and HETA, planning for next September’s new intake.

The Health and Safety Executive (HSE) has announced the appointment of a new Chief Executive, Sarah Albon.

Ms Albon is set to join the HSE on September 1st, 2019. She will leave her current role as Inspector General and Chief Executive of the Insolvency Service, a role she has occupied since 2015.

Ms Albon’s will replace outgoing Acting Chief Executive of the HSE, Dr David Snowball, who has held the post for a year and plans to retire from the HSE at the end of this year.

Speaking about her appointment, Ms Albon said: “I am honoured to have the opportunity to lead the executive of this important and hugely respected regulator. Working together with my new colleagues across HSE, I’m looking forward to getting to grips with the vital mission we deliver on behalf of Great Britain’s workplaces.”

At the Insolvency Service, Ms Albon implemented strategies to improve the services to its customers, lower costs and further strengthen the UK’s insolvency regime. Of her new role at the HSE, she added: “My focus will be on continuing to deliver improvements in health and safety performance as our workplaces move into a future with new challenges, new technologies and new opportunities.”

Chair of the HSE Board, Martin Temple, welcomed the new appointment: “I am delighted to welcome Sarah Albon to HSE as our new Chief Executive and look forward enormously to working with her.

Ms Albon has an impressive track-record of previous roles in Government, including Director of Strategy and Change at Her Majesty’s Courts and Tribunal Service, Director of Civil Family and Legal Aid Policy at the Ministry of Justice, Deputy Director of Criminal Legal Aid Strategy, Ministry of Justice and she has also served as principal private secretary to two Lord Chancellors.

Mr Temple lauded praise on the incoming Chief Executive. “Sarah’s CV speaks for itself and her valuable experience in leading organisations through change and planning for the future will stand her in good stead leading this world-class regulator of workplace health and safety.”

Ms Albon’s appointment was made following an open recruitment process.

What is the HSE?

The HSE is an Executive Non-Departmental Public Body sponsored by the Department for Work and Pensions (DWP).

The HSE is Britain’s national regulator for workplace health and safety. They prevent work-related death, injury and ill health through regulatory actions that range from influencing behaviours across whole industry sectors through to targeted interventions on individual businesses. These activities are supported by globally recognised scientific expertise.

The Tank Storage Association (TSA) has published its annual review, looking at the health (and the safety) of the Bulk Liquid sector.

Happily, it reports that our sector is in good shape.

Bulk liquid storage is a critical component of the UK economy and greases the wheels of the supply chain for many industries – not least through supplying fuel to the logistics and shipping industries.

The TSA oversees more than 290 terminals in the UK and the Republic of Ireland, providing 10,371,000 m3 of storage capacity.

 

As you can see, the vast majority of that storage is given over to high hazard oils and fuels. The scale of this is hard to imagine, but the TSA annual review has helpfully put a few numbers on it for us.

The Bulk Liquid Storage sector made £3.2 billion revenue in 2018, and provides work for over 3,500 highly-skilled employees in the UK and ROI.

Furthermore, there are plans for £585 million investment in the next five years.

Here at Reynolds Training, we’re also investing heavily in the future of our industry – with a significant investment in new technology and facilities at the Tank Farm and Process Plant at CATCH.

As the TSA review shows (in the graph, below) workplace injury rates in our sector are reassuringly low.

The Health and Safety Executive and industry have come together to promote 2019 as the “Year of Major Hazard Leadership”.

To this end, they organised a ‘COMAH Strategic Forum Open Meeting’ for senior managers of sites with the potential to cause a major hazard accident. It included presentations from the Environment Agency and several Trade Associations – including the Tank Storage Association.

The aim of the open meeting was to explain what the HSE’s COMAH regulations are all about, and what they offer to business.

Our good friends at the TSA offered a fascinating insight into what they do, and about the importance of Process Safety Management.

This sort of information is gold-dust for business managers working in potentially hazardous industries.

Computers are now woven into the fabric of our high hazard industries. They do everything from offering remote access and monitoring, to on-site security and billing. Obviously – when computers are so intrinsically involved in the storage and transportation of hazardous liquids under secure conditions – security is of paramount importance!

It’s deeply troubling, then, when the National Cyber Security Centre issue an alert about Microsoft Sharepoint.

If you’re unfamiliar with Sharepoint – it’s a cloud-based platform which you can use as a secure place to store, organise, share, and access information from any device.

That remote accessibility of the platform is the problem – The NCSC reports a remote code vulnerability with Sharepoint which has resulted in “high levels of successful attacks against UK organisations”.

It’s crucial that any business practices good cyber security – all the more-so in the high hazard sector.

So, ensure that you’re using the latest supported version of any software package in your network. Apply security patches promptly, then scan your network regularly with up-to-date antivirus software.
